The property is owned by the Ontario Lottery and Gaming Corporation (OLG) and operated by Caesars Entertainment Windsor Limited. Under an operating agreement renewed with OLG in May 2025, Caesars continues to manage the venue under a long-term contract structure.
Accommodation is split between two distinct structures: the Forum Tower, opened in 1998 with 389 rooms, and the Augustus Tower, added in 2008 with 369 rooms. Beyond guest accommodations, the resort houses a 100,000-square-foot gaming floor, a 14-table poker room open around the clock, the Caesars Sportsbook, and The Colosseum, a prominent entertainment venue with seating for 5,000 guests where no seat sits further than 225 feet from the stage. Note that slot machine counts published across third-party sources vary wildly (ranging from 1,700 to nearly 3,000), so the resort does not verify a single official figure.

Located approximately an 11-minute walk (0.6 miles) from the Detroit-Windsor Tunnel exit, it is a frequent stop for visitors crossing from Michigan and the US Midwest. Inside the resort, recreational amenities include an indoor pool and whirlpool located on the second floor of the Forum Tower, featuring floor-to-ceiling riverfront views, as well as a fitness centre with a sauna (complimentary for registered hotel guests) and The Spa by Windsor Arms. Dining options span casual and fine dining, including Neros Steakhouse, Spago Trattoria, Café 377, The House Sports Lounge, Legends Sports Bar, Johnny Rockets, Market Buffet, and a 24-hour Tim Hortons on the Forum Tower main floor. Note that Ariius Nightclub permanently left the resort premises in January 2026, relocating to downtown Windsor.
Under Ontario regulation enforced by the Alcohol and Gaming Commission of Ontario (AGCO), casino floor entry is strictly limited to adults aged 19 and older with valid government photo ID. Minors are not permitted on the gaming floor at any time.
